This is an industry standard 66M punchdown block, with a factory-assembled hydra cable terminated in six 6-pin (3 pair) modular plugs, to connect to the jacks inside the NEC DS1000 cabinet.

It's used to connect up to six phone lines, plus one or two door intercom speakers, one or two door opener relays, power failure phone, music on hold, and a paging amplifier.

Bridging Clips are used to connect adjacent wire clips on a 66-type punchdown block. They "bridge" between the left and right segments of a row in a split block. Bridging clips are tiny, inexpensive, but often vital.
